Deployment Shortcut Instruction error

In the "Deploying A Windows Application" instructions for VS2003 there's a section titled "Creating a shortcut" After performing the first 2 steps, step 3 states the ACTION menu should be in view. It's not. How do I create a desktop shortcut for my application?
